Pinning annotations, text, and tools onto the board

The concept is I don't want an annotation moving from on top of a board or a text or up a website or something that I created a voice text, whatever that might be that is on our toolbar. I pull that onto the board and I don't want it to move. I want to pin it to the board so it does not move. Every time I go back in, it stays exactly the same.
